Governments are fed up. Many pro-governmental leaders and environmental organization executives say that everyone involved in the generation of a waste item - the producer, the brand owner, the retailer, the consumer and the local government - should jointly take responsibility to assure that materials are reused or recovered, rather than just leaving the mess for cities and counties to handle alone. Called product stewardship, this concept is receiving wider attention and a number of innovative systems are operating or being considered. Should the cost of recovering something be included in the cost of a product? Is this recycling's next big change?
