Located approximately 70 miles northeast of Atlanta, Athens-Clarke County, Georgia is showing the importance of flexibility when it comes to waste management. Athens-Clarke County is home to a population of approximately 115,000, including the approximately 30,000 students at the University of Georgia. At about 125 square miles, Athens-Clarke County is also Georgia's smallest land-based county. As a result, traffic, residential and commercial development, water consumption and solid waste management have all become, and continue to be, significant issues for the community. In 1990, the Georgia General Assembly passed the Solid Waste Management Act. Among other solid waste items, the act established a 25-percent waste reduction goal for all Georgia counties. As a result, Athens-Clarke County developed a comprehensive solid waste reduction plan for the community in November 1992.
