For several years, the Sonoma County (California) Waste Management Agency (SCWMA) hoped to attract a private construction and demolition (C&D) debris processor to Sonoma County, but the economics simply were not enticing enough. But when the SCWMA failed to meet the 2000 deadline for California's 50 percent diversion requirement by 10 percent, it took another look at C&D and what it could do as a public agency. Starting in April 2003, the SCWMA implemented a C&D recycling program that receives 50 tons per day and has achieved a 58 percent diversion rate. The program is projected to increase the SCWMA's total waste stream (TWS) diversion by 4.5 percent. Figures 1 and 2 illustrate the breakout of diverted materials, alternative daily landfill cover (ADC) and disposal.
