Nearly 650 million lamps that contain mercury are disposed each year in the U.S. Most are hazardous. And the majority is not yet being recycled. Lighting that uses mercury is energy efficient, but an environmental trade-off takes place. According to testing by the U.S. Environmental Protection Agency (Washington), mercury concentrations in spent lamps often exceed 0.2 milligrams per liter, as determined by an EPA test to measure landfill migration potential. And, prior to 1990, almost no lamps were managed in a way that satisfied national policies, specifically statutes and regulations requiring proper management and disposal as hazardous waste without commingling with municipal refuse.
