Volume sales of cigarettes in 1998 totalled some 75 bn sticks, worth an estimated f 12 bn at retail prices. Compared with 1990, volume is down 20 per cent but value is around 40 per cent higher on account of higher taxation. Duty and VAT together represent around 80 per cent of the retail price of packet of cigarettes. Duty is set to increase by 5 per cent a year above the rate of Inflation in the stated attempt by the government to force an end to smoking by Making it unaffordable.
