It is clear that the study of the EU ETS has crystallized as a significant area of study, with an emerging literature on the extent of emissions reduction, allocation of allowances and its implications, current and prospective effects on competitiveness, the distribution of benefits and costs, the implications of the new entrant provisions, and the study of markets, trading, and finance. Has work on the EU ETS peaked? A search of the ISI Search Engine Web of Knowledge on July 11, 2008 using the key words Europe, Emission, Trading yielded 608 documents, of which over 78 percent have appeared since 2000.13 This momentum will undoubtedly slow, but developments in the United States and Japan will provide grist for new rnacademic mills, as will the increasing availability of the data in the CITL, the issues of traded versus nontraded sectors, and the analysis of innovation and transaction cost responses.
