We appreciate that the review by Richard Williams and Keith Hall emphasizes the breadth of topics and perspectives in our volume, and we wholeheartedly agree with them that it is important to move beyond giving lip service to the job impacts from regulation. As we and they agree, current analytical practice really does not allow society to do anything other than either treat job impacts as essentially "worth mentioning but not worth redesigning regulations in response to" or as "unquantifiable but so important that they trump all other considerations of cost and benefit." We also agree that estimating the net number of jobs lost or gained, and multiplying this by the typical value of each change in employment, is not sufficient, given that these impacts are measured in human welfare ("lost income, health costs, and misery," as the reviewers aptly summarize) and hence must be placed in the context of distributional concerns. Transfers of wealth cannot be evaluated without knowing something about who benefits and who bears the costs, and whether the benefits flow from rich to poor or vice versa.
