Ted W. Yellman and Thomas M. Murray raise the following important basic questions: It seems to us that Haimes's definition of vulnerability is equally applicable to resilience as he defined it. How can that be if, as he said, vulnerability and resilience "can be viewed as 'two sides of the same coin'"? Can a definition that applies to opposite sides of the same coin be useful?" A fundamental characteristic of published papers in archival journals, such as Risk Analysis: An International Journal, is comprehensive citations of relevant works to the article being submitted for publications. In their Letter to the Editor, Yellman and Murray question the characterization of vulnerability and resilience of a system as two sides of the same coin. The literature cited in my referenced article shows two articles that I published in this journal: (1) on the definition of vulnerabilities in measuring risk to infrastructure, 2006; 26(2):293-296, and (2) on the definition of resilience in systems, 2009; 29(4):498-501. To avoid unnecessary duplication, the relatively limited elaboration on the vulnerability and resilience of a system in the cited article ought to explain the limited discussion on the vulnerability and resilience of a system.
