Patton and Olin provide an excellent discussion of the important elements of establishing and implementing a peer-review process. Their paper is particularly timely in respect to ongoing efforts to amend the U.S. Endangered Species Act (ESA) to require more peer review of regulatory decisions made by the U.S. Fish and Wildlife Service (USFWS) and National Oceanographic and Atmospheric Administration (NOAA). Below, I focus my discussion of Patton and Olin's guidance by using the example of current ESA legislative proposals and endangered species policy more broadly.
