One conclusion of the subject article is that "CAPPS II could well do more good than harm if it is viewed as one weapon in the anti-terrorist arsenal rather than as the preeminent weapon." Indeed, I feel even more strongly than the author that CAPPS II should not be the "foundation of aviation security," although there may be benefits from the system as one of many weapons in the anti-terrorist arsenal. Rather, the approach that is likely to be successful emphasizes real-time screening, not the static classification of passengers, and will involve a variety of tools and processes to not only screen passengers, but to examine other avenues for attacking aircraft. The tools and processes most likely to be successful are (1) an overarching risk assessment of terrorism threats to airplane security to properly scope the issue, (2) strategic screening of passengers and cargo, and (3) the examination of other pathways for compromising aircraft security such as crews, ground services (food, fuel, maintenance, parking, etc.), and attacks from external sources, for example, missiles.
