PB's Highway Construction Cost Index (PB HCCI) increased approximately 0.9 index points or 0.6% in the month of August 2013 (compared to July 2013). In the month, asphalt and construction labor increased 1.5% and 1.3%, respectively, and were the primary drivers for the monthly increase. Year over year, the index has decreased 1% since August 2012. It has increased 1.8% year to date.
