Kansas Gov. Sam Brownback has proposed using $200 million in transportation funds to support other government programs under his new budget. The money, which has already been set aside for highway projects, would be transferred to the state's main bank account. Landon Fulmer, Brownback's policy director, told the House Appropriations Committee that it would be a one-time transfer and would not affect the state's 10-year, $8.2 billion transportation program.
