Looking for an alternative to the conventional "grind and overlay," Cook County, 111., decided to utilize hot in-place recycling (HIR) to rehabilitate Ridgeland Avenue. Working with Gallagher Asphalt Corp., Thornton, 111., one of the largest HIR contractors in the country, Cook County was able to revitalize its roadway in a fraction of the amount of time it would have taken to mill and overlay. HIR typically saves agencies 30% and enables them to shorten the project by almost 50%. Technically referred to as "heater scarification," the process restored the county's cracked, brittle and irregular pavement in preparation for a final wearing of hot-mix asphalt.
