The Southern California city of Ontario has a population of 175,000 and Street Maintenance Supervisor David Soto, who's been with the city for 35 years, manages 1,700 lane-miles of paved road.rn"In a typical year we raise about 250 manholes," he said, "and my records show that it used to cost us $360 in labor costs and concrete risers to raise the old manholes to the new grade."rnIn addition, to avoid holding up paving crews, manholes were routinely paved over and dug up later.
