The conduct of military operations in support of national goals and interests has been a mainstay of international affairs since the dawn of the state system. Nevertheless, it is a fact that the frequency, nature and purposes of such operations have varied considerably over time. In part, such changes stem from the internal dynamics of states themselves and shifts in their policy goals and objectives. Yet they are also driven by the external security environment and shifts in the character of the threats and challenges it poses.
