In the past decade, there has been a decline in production throughout industry, including mining and the oil and gas sector, with slower replacement of existing equipment and corresponding reduction in the demand for new machinery and drive systems. The oil and gas industry is the largest customer of the metallurgical and machine-building industry. Table 1 gives some statistics on industrial production as a whole, the replacement of equipment (including machines), and output in the mining and oil and gas industries in 1990-1999 (according to data from the State Commission on Statistics). Data for 1970 are presented for comparison. It is evident from Table 1 that industrial output recently has been around half that in 1970. The wear of existing equipment has doubled, and replacement rates have dropped dramatically (Figs. 1-3). For example, in 2000, metallurgy had access to 70% of the corresponding equipment, of which 50% was electrical equipment that had been in service for more than 20 years. In 1997-1998, not a single large bucket excavator was produced, and the total production of excavators was 6-8% less than in 1990.
