摘要

As the basis of molding of budgetary policy for the next years and its re-alizations the RF government assumed the strategic purposes of the development of the country, determined by the annual addresses of the President of the Russian Federation to the Federal Assembly and by the federal law dated July 24, 2007 № 198-FZ "About the Federal Budget in 2008 and for planned period of 2009 and 2010". In the number of the basic ones of them, besides an increase in level and quality of life of population, guarantee of high rates of economic growth, conducting of active struc-tural and innovation policy, and also creating the conditions for the future development, providing defense capability and safety of our country entered.
