Search and rescue (SAR) activities have grown enormously in the past several years as a direct function of the giant increase in military, commercial, business, and pleasure flying. In addition, greater numbers of racing yachts and small boats are engaging in transoceanic travel. The complexity of SAR activities is greater, costs are ballooning, and SAR personnel are expressing concern as the incidences of ditching, forced landings and other flight or maritime disasters continue to rise. Pinpointing one area, Commander C. C. Hobdy, Officer-in-charge of the National Search and Rescue School states, "New aircraft being developed for commercial uses are a source of concern to the Coast Guard and Aerospace Rescue and Recovery Service, particularly in the area of rescuing vast numbers of passengers. SAR professionals shudder when they envision an aircraft such as the SST or a Boeing 747 having to ditch or crash land in an area like the arctic where there is a minimum of rescue facilities and a maximum of hazardous survival environ- ment. How will we solve the problem of locating and removing several hundred survivors on a rapid-response basis? Problem areas such as these must be continually monitored and adapted for search and rescue to avoid that occasional situation where everything turns to worms." There is a full range of rescue or survival radios, flares, SOFARs, smokes, lights and radar systems which generically fall into the category of emergency beacons.
