Short Take Off and Landing (STOL) can be accomplished within reasonable g limits by simple assists during take off and landing. Downtown STOL ports will undoubtedly be elevated above nearby city buildings and other obstacles. Special care will be necessary to insure that aircraft will not run off the ends or the sides of the elevated runways. Assisted take off and landing equipment (launch and arrest) provides a solution to this difficult operational problem even under unusual wind, wet, and icy runway conditions. A comparison to Navy operational aircraft carrier records indicates a remarkable safety potential when applied to projected commercial operations. Using techniques taken from those developed in military ground based assisted take off and landing operations, a fleet of useful and available commercial aircraft can be put to work in STOL ports at an early date. The city environment problems for the STOL "runway on building top" are tricky and need evaluation through a one year inexpensive trial operation. During this period, operating data and also information for a permanent STOL port building could be gathered. The STOL port can, in this manner, come about safely and with assured usefulness.
