In construction, many small contractors take the view that they will never get caught and, if they do, they will only get told to "sort it out". As a result we have firms with no H&S policy, lack of welfare on site, untrained workers, etc.rnIf a fixed penalty system were introduced a fine could be applied for basic, clear breaches, with little demand on resource. There should also be a need to provide evidence of rectification, say, within 28 days, and a register kept on the HSE website. If this were coupled with a campaign to encourage whistle-blowing by employees and the public, these firms would be more effectively controlled and improved.
