On 7July 1939, the Operational Requirements Branch of the Air Ministry produced a memorandum simply entitled 'Camouflage' which opened by stating that camouflage policy, so far as it had yet been settled was explained under the following paragraphs. Under the headings 'Overseas' and 'Land Planes, Operational types' the following was stated ' 10. The temperate land scheme camouflage C.3A is to be adopted universally (for world wide use).' Under the heading 'Flying Boats' it stated ' 11. (a) In Mediterranean Command. Temperate Sea Scheme S.3. (b) Far East. No decision yet made. (c) Iraq No decision yet made.'
