The paradigm shift from the old post-disaster relief and rehabilitation mindset to predisaster preparedness .and risk-reduction mandate of the Disaster Management Act, 2005 is a healthy development. Enough knowledge and capability exist and there is ample scope to implement the risk-reduction reassures in an effective manner.
