Science, in principle, has two aspects : Conceptual Development, and Quantitation. The former, in broad sense, is a matter of understanding of nature, and the latter of applications of scientific knowledge, as engineered by concepts, leading to various requirements of human interests and needs. In this regard, the National Physical Laboratory in Delhi is a prime example - pride to the nation, and acclaimed internationally as well.
