The United Nations General Assembly in 1990 declared I the decade of 90s as the International Decade for Natural Disaster Reduction (IDNDR) beginning January 01, 1990. Obviously natural disasters do have international implications having enormous impact on global economy, health and environment. Occurrence of one such disaster may wash out the development accrued through several decades in the affected areas causing substantial reduction in the economic growth of the concerned state or even the country. These disasters are physical events which may be Meteorological, Topographical or Tectonic and may have their history from the very birth of this planet. But the frequencies of their occurrence have significantly increased with the increasing technological development, population growth, environmental degradation and global climatic changes. Although the techniques for avoidance of these disasters are still beyond the reach of the human super-intelligence but the vulnerability of the population and the economy to these disasters can be minimized through appropriate technical, administrative and other form of preparedness. The IDNDR's major thrust is thus on the methodologies of the preparedness and the application of these methodologies to minimize the losses due to such disasters. The major component of the recurrent natural disasters in developing countries is agriculture. Preparedness is thus necessary for the pre-and post- disaster operational technologies to achieve reduction of the loss in the field of agriculture which includes annual and perennial crops, live-stock, aqua-culture and associated infrastructures.
