Allen Scott and Gioacchino Garofoli's new book Development on the Ground: Clusters, Networks and Regions in Emerging Economies brings together a rich vein of empirical data on regional development in low- and middle-income countries; it fills the key lacunae in innovation studies that Herbert Schmitz, in his concluding chapter on regional systems in global chains, points to: the divergence between 'models and trajectories', or theory and practice, that bedevils even the rich literature on successful cluster-based innovation and development in North America and western Europe. The book reflects its initial conceptualisation as a compilation of papers presented at a conference in 2005, and the diverse disciplines— ranging from production engineering to science and technology policy.
