Impact of Hurricane Irene during the Nags Head Beach Nourishment Project

Hurricane Irene impacted Nags Head, NC, on 27 August 2011 as a Category 1 storm before completion of a 4.6 million-cubic-yard (~3.5 million-cubic-meter) beach nourishment project. With ~85% of the nourishment in place, the hurricane produced extensive profile adjustment but no net loss of sand within the project limits. The principal response of the nourished beach to the storm was overwash of the construc tion berm, minor deposition along the back beach, major erosion and recession of the beach face, and formation of storm bars in shallow water. Surveys after the storm detected over 95% of the nourished volume between the toe of the dune and -10 ft (-3 m) depth contour. This paper gives a brief summary of the Nags Head setting, erosion history, beach nourishment planning and construction, and describes in detail impacts of Hurricane Irene. While Irene was not a supreme test, the storm produced at least three breach inlets near the project area and caused extensive damage to private property and Highway 12, the only artery for access to Cape Hatteras. Wide beaches (whether natural or artificial) were found to have a favorable impact on the storm response. Irene and several subsequent extratropical storms (northeasters) that occurred during final construction of the Nags Head project had the beneficial effect of adjusting the nourished profile to a natural configuration more or less mimicking the native beach. The favorable response to the storm at Nags Head, particularly the negligible losses of nourishment sand, partly reflects the quality of sediment in the borrow source.
