A Coastal Regional Sediment Management (CRSM) Plan was prepared for the San Diego region that specifies regional approaches to renourish beaches to offset sediment loss. The CRSM offers alternatives that consist of nourishment from multiple small "opportunistic" sand projects, as well as large-scale nourishment projects using offshore sources of sand (Moffatt & Nichol et al. 2009). Opportunistic beach fill projects (OBFPs) refers to projects whose sediments are derived as a surplus material from upland development or wetland restoration projects. OBFPs have in the past been an impractical source of sand to the beach due mostly to timing associated with acquiring regulatory approvals for the projects. The city of Encinitas, as well as a number of other coastal cities in the San Diego region, has acquired program-level permits from these agencies in order to streamline the approval of OBFPs. The permits outline a number of pre-determined criteria regarding material quality, annual quantity, placement types, construction methods and monitoring requirements. The city of Encinitas has been the first city in San Diego to utilize these permits for the purposes of an individual project. This article details and provides lessons learned from the construction of two OBFPs within the city of Encinitas.
