Analysts in general were not surprised at the Federal Energy Regulatory Commission’s rejection of Energy Secretary Rick Perry’s controversial grid resilience rule. But with the agency set to continue exploring the underlying issue, they also see the possibility that a new pricing scheme that recognizes the resilience attributes of certain generators may lie ahead.
