Cet article postule que l'émigration de caribéens hautement qualifiés est à la base du faible rythme de développement économique et du niveau limité d'intégration atteint au sein de la région. Après un passage en revue détaillé des expériences récentes en matière de croissance et d'intégration, ainsi que des données récentes concernant l'émigration, il montre comment l'exode affecte le développement économique et sape les efforts déployés afin d'atteindre l'intégration régionale. L'article indique pour conclure que d'autres parties du monde ont connu une inversion du flux de capital humain et que la Caraïbe pourrait connaitre un processus similaire en renforçant les tendances existantes dans la région en matière de coopération fonctionnelle. L'Université des West Indies aurait un rôle important à jouer dans ce processus, en créant le type d'environnement qui rendrait le retour au pays attrayant pour les émigrés caribéens.%This paper hypothesizes that the emigration of highly educated Caribbean people is the common source of the region's slow pace of economic growth and the limited degree of integration it has achieved. After detailing both the recent growth and integration experiences, and recent data concerning emigration, it discusses how that outflow impairs economic development and lessens the strength of efforts to achieve regional integration. It concludes by noting that a reversal in the flow of human capital has occurred elsewhere and that a similar process could be achieved in the Caribbean by augmenting the already existing pattern of functional cooperation present in the region. In this, the University of the West Indies would have a key role to play in creating the kind of environment that would attract Caribbean emigres to return home.
