II existe un agenda du gouvernement jamaïcain pour la modernisation et la réforme du système du gouvernement local. Entre autres éléments, la stratégie d'exécution fait appel à d'autres institutions et agences pour développer des collaborations, des partenariats et réseaux, ainsi que pour institutionnaliser des idées et des structures de gouvernance. Cependant, la portée de cet agenda, les tendances dominantes en matière d'intervention réformatrice et les tâches associées à la construction d'institutions laissent présager des implications don’t on ne semble pas bien prendre la mesure. En particulier, à part l'absence de cohérence managériale et de confiance, le processus semble faire l'impasse de certainsrndéterminants politico-culturels et économiques qui normalement garantissent l'efficacité de la réforme. C'est dans ce contexte que cet article propose des conceptualisations poussées de l'idée de gouvernance en réseau ainsi qu'une analyse fonctionnelle du rôle des réseaux dans les stratégies de réforme. Il met l'accent sur l'influence qu'exercent les facteurs contextuels et les arrangements qui les accompagnent sur le fonctionnement de ces innovations. De plus, il constate une compréhension croissante de la problématique de la gouvernance en réseau dans la société et suggère que la marche à suivre implique d'abord une nouvelle manière d'aborder le rôle dynamique de la politique, de la gestion, de l'organisation sociale et des incitations dans la construction de la 'Terre promise' de la nouvelle gouvernance locale.%There is a Government of Jamaica agenda for the modernization and reform of the Local Government system. Among other things, the implementation strategy engages other institutions and agencies in developing collaborations, partnerships and networks, as well as institutionalizing new governance ideas and structures. However, the scope of this agenda, prevailing patterns of reform intervention and the related tasks of institution-building portend management implications that seem little understood. In particular, aside from the absence of managerial coherence and surefootedness, the process appears to ignore certain politico-cultural and economic determinants that normally ensure effective reform. Against this background, this paper offers extended conceptualizations of the idea of networked governance and a functional analysis of the role of networks in reform strategy. It emphasizes how contextual factors and contingent management arrangements influence how these innovations work. Further, it finds growing societal understanding of the networked governance problematic and suggests that the way forward must begin with new thinking about the dynamic role of politics, management, social organization and incentives in fabricating the 'Promised Land' of the new local governance.
