Participatory Development in Jamaica: Does It Work In Practice?

This paper examines a range of literature on participatory development, with particular attention to the problems of practice. The challenges are then illustrated by three community development initiatives in Jamaica, each of which had some level of formal government involvement. The level of community engagement in each case turned out to be quite limited despite the explicit plans for just the opposite. It appears that these more formal efforts at alternative, decentralised governance in Jamaica are indeed beset by a range of problems which may be more systemic than contingent. A set of more independent projects is mentioned at the end which appear more participatory and which may provide fertile ground for comparative research.%Cet article passe en revue la documentation diverse qui existe sur le développement participatif, avec un accent particulier placé sur l'aspect pratique. Il en illustre les difficultés par le biais de trois initiatives de développement de communautés en Jamaïque comportant chacune un certain niveau d'intervention officielle.
