The potential of information technology (IT) for transforming the public administration, reducing its inefficiencies, improving public policy outcomes, and in general giving rise to new operational and governance models has been widely recognized by the academic world, the staff of the public administration, and politicians. The Organization for Economic Cooperation and Development (OECD; 2003) stresses that e-government, defined as the use of information and communication technologies, and particularly the Internet, as a tool to achieve better government, can be of critical importance for modern public administration by enabling better policy outcomes, higher quality services, and greater engagement with citizens and by improving other key outputs. However, at the same time, the exploitation of this great potential and the realization of the above-mentioned important benefits seem difficult and sometimes problematic.
