A well-known story has it that in 1899, Charles H. Duell (see Figure 1), the commissioner of the U.S. Patent and Trademark Office, resigned and recommended that President McKinley close the patent office, since “everything that can be invented has been invented.” The history of IEEE and the incredible advance of technology in the past century certainly demonstrate the absurdity of such a statement.
