The Congress and the President are now insisting-especially in the recently enacted Commercial Space Act of l998--hat the National Aeronautics and Space Administration (NASA) take steps to obtain clear economic benefits from space-related business activities, especially private sector use of the United States portion of the International Space Station (ISS). In response, NASA appears to be moving to do so. But the unit cost of using the Shuttle-Now accounted for as roughly $l0,000 per pound in operating and maintenance (O&M) costs alone = is a serious hindrance to such profit-seeking activities. And formal national space policy explicitly prohibits the subsidization by the Federal government of such activities for profit-seeking business purposes. This paper suggests a way by which this unit cost could be reduced for human space flight private sector business exploration purposes. It could be reduced by a factor of some 5 times -down to as low as $l,800 per pound for as much as 50,000 pounds of Shuttle weight-carrying capacity to "standard LEO" for l-2 trips per year. And this could be done in a manner that would appear to be consistent with national policy and to be acceptable to both NASA and the Congress' General Accounting Office (GAO).
