In the Spring of 1997, a proposal by United States Space command (USSPACECOM) through the Joint Staff brought some profound thinking to bear on outer space. The proposal entailed making space an Area of responsibility (AOR) within the Unified Command Plan (UCP), with the commander in chief of USSPACECOM (CINCSPACE) as the designated combatant commander responsible for that AOR. This proposal was made in the context of the most recent projection of the current and future security Environment.
