Based on simulation of an SPS business case (described in the annex), requirements and options of international cooperation for development and operation of solar power satellites (SPS) and power receiving plants on ground (rectennas) are discussed. This includes industrial matters and financing aspects. Four specific near-term actions are suggested that fit within the responsibilities of international organisations such as World Bank and EIB, IEA, ITU, WHO, and UNCOPUOS.
