Eilene Galloway, a pioneer in the field of international space law and policy who helped draft the legislation that established NASA, died at her Washington home of breast cancer May 2 at the age of 102. She would have been 103 on May 4.rn"In a sense, she helped create space policy," Marcia Smith, a friend and president of the Arlington, Va.-based Space and Technology Policy Group, said in a May 5 interview.rnIn November 1957, Galloway, a defense analyst with the forerunner to the Congressional Research Service, was tapped by then-Senate Majority Leader Lyndon Johnson (D-Texas) to analyze the threat posed by Soviet ICBMs after the launch of two Sputnik satellites. Johnson was chairman of the Senate Armed Services pre-paredness subcommittee. She helped lawmakers prepare for the hearings that ultimately led to establishment of NASA and the U.S. space program.
