During the most recent quadrennial World Radiocommunication Conference (WRC) in Geneva last fall, delegates voted down a proposal to open up a portion of the C-band radio spectrum that traditionally is used for satellite services and make it available instead to fast-growing terrestrial wireless applications such as WiMax. The preservation of the status quo was a huge victory for the satellite industry, given both the stakes involved and the fact that most European nations favored the reallocation. Much of the credit for retaining priority access to C-band spectrum for satellites, deservedly goes to David Hartshorn, secretary general of the nonprofit Global VSAT Forum. In the months leading up to the International Telecommunication Union-hosted WRC, he worked tirelessly to bring attention to the issue and mobilize satellite operators around the world to lobby their respective governments for support.
