Reasonable people can disagree over whether the impact has been positive or negative, but few would doubt that John Young has made his presence felt in the space world during his brief tenure as the Pentagon's acquisition chief. Young inherited milestone decision authority for U.S. Air Force space acquisition programs when he took the job last November; the Air Force was stripped of that role back in 2005. There are those who feel it belongs back with the Air Force, but Young clearly felt otherwise: In June he effectively institutionalized the move, creating a Space and Intelligence Capabilities office and tapping his special assistant, Joshua Hartman, to serve as its acting director. As the name implies, the new office also is likely to exert influence over U.S. National Reconnaissance Office (NRO) spy satellite programs, an area where Young has asserted himself.
