The decision by SES Global and Eutelsat to join forces on an S-band satellite payload for mobile television services in Europe provides a guarantee to telephone handset manufacturers, television broadcasters and cellular network operators that they will be able to provide coverage in 2009. But the companies involved concede that the satellite piece of the business is neither the most costly, nor the most complex in Europe's regulatory environment.
