A U.S.-European ocean-topography satellite in-tended to guarantee data-collection continuity for meteorological and other agencies likely has fallen too far behind schedule to fulfill that objective, according to U.S. and European officials involved with the program. Satellite delays are nothing new, but officials say that in this case it will be particularly costly.
