A European Space Agency (ESA) contract expected early this year for the design and construction of spacecraft and ground facilities for the Galileo satellite navigation system has been delayed because of a $375 million gap between the contractor's price tag and the available ESA financing, according to European government and industry officials. Budgeted by ESA at 600 million euros ($743 million), the Galileo In-Orbit Validation work cannot be completed by contractor Galileo Industries S.A. for less than 900 million euros according to the bid submitted to ESA, officials said.
