France's first Syracuse 3 military telecommunications satellite is running several months behind schedule and will not be launched until early 2005, according to the French arms procurement agency, DGA. Francois Lureau, a former Thales executive who was named head of DGA earlier this year, said the Syracuse 3A satellite, under construction at Alcatel Space of Paris, had encountered technical hurdles with some of its on-board technologies. In an April 20 press briefing here on DGA's activities, Lureau said DGA and the Alcatel Space-led contracting team are now in negotiations to determine who will bear financial responsibility for the delay. Syracuse 3A had been scheduled for launch in late 2004 aboard an Ariane 5 rocket. Alcatel Space spokesman Laurent Zimmermann declined April 21 to discuss the Syracuse 3A satellite's status beyond confirming that its launch would be delayed. Syracuse 3A is being built under a contract valued at up to 1.4 billion euros ($1.68 billion) calling for the construction and launch of three Syracuse satellites. Only the first two have been ordered. The second satellite, ordered in December 2003, is scheduled to be launched in 2006.
