摘要

There will always be those who threaten liberty, and they will do so through cunning and innovation. The familiar surveillance signatures and personal manners of conduct that we rely on to identify and define threats to our nation have decreased — in some cases through their inherent characteristics and in others through sophisticated denial and deception methods — to the point that operational technologies are increasingly challenged to detect the signatures of priority targets. The most radical change in threat signatures and behaviors is in the time domain. Adversaries may still develop capabilities over months or even years. However, the time required to strike once a capability is committed to action is now measured in seconds to minutes. Moreover, small groups and individuals have access to capabilities that will help them strike with a destructive force that poses a strategic threat to our national security.
