The International Telecommunications Union's (ITU) cost recovery system for processing satellite network filings is in a mess. The original intent of cost recovery was to reduce the backlog of satellite network filings. However, as member states reduced their contributions to ITU, cost recovery has become a cash cow to keep the cash-strapped intergovernmental organization afloat. The tensions have grown as satellite operators and the ITU quarrel about how fees should be charged. ITU implemented a cost recovery system for processing satellite network filings in 1999 to reduce the filing backlogs that have plagued the satellite sector since the early 1990s. The member states agreed to the fees so ITU could hire additional staff to process the backlog of applications for satellite slots and frequency assignments. However, the objective of fighting backlogs changed completely over the last two years as member states cut their voluntary contributions to ITU. Unwilling to cut back on its overly extended activities, ITU be-gan tapping intothe cost recovery revenue to supplement its general budget.
