The U.S. Air Force has made progress in fixing its space acquisition problems of recent years, but still faces issues that include an inability to secure reserve funding for challenging development programs, according to a one-year report card on the improvement effort. The ongoing lack of reserves for space programs puts them at risk for delays and cost growth, said A. Thomas Young, who is grading the Air Force's effort to overhaul its space acquisition practices.
