Thirteen months ago the American Physical Society (APS) issued a study, "Boost-phase Intercept Systems for National Missile Defense," with a number of serious shortcomings. Unfortunately, the July 2004 Congressional Budget Office (CBO) study has drawn heavily from that APS study and suffers from the same shortcomings, but thankfully it is a quicker read — only 50 plus pages — that should be dismissed with the same basic criticism.
