Japan's effort to develop a satellite system providing enhanced GPS signals and other communications services remains mired in a dispute over program responsibility, the outcome of which could have implications for future government-industry partnerships in space activity. The government ministries and industry consortium involved in the Quasi Zenith Satellite System (QZSS) project have set a Dec. 31 target date for breaking the six-month deadlock, which has held firm despite an arbitration effort by the prime minister's cabinet office. The impasse is rooted in the fact that none of the four ministries with a role in the project will commit to operating the QZSS system once it is deployed. Because of this uncertainty, the industry consortium has refused to commit its 5 billion-yen ($47 million) share of the funding necessary to begin designing the satellites and related infrastructure next year.
