To: the people of the United States and our repre- sentatives in the 109th Congress to take office Jan. 4, 2005. While it received scant attention in the campaign, The Clear Lake Group urges you to accelerate and elevate the attention given to challenging the direction of civilian spaceflight in general and human spaceflight in specific. That the dollars spent on human spaceflight are spent badly is obvious to anyone who has observed the program's glacial progress. Why changing that direction is urgent is not as obvious. May we take a moment to explain why?
