The U.S. Defense Department likely will struggle to reform how it buys commercial satellite services despite a series of well-intentioned efforts, according to a July 17 report from the Government Accountability Office. Most notably, the Defense Department "still does not know what it spends annually on either military or commercial [satellite communications] SATCOM. ... Without this knowledge, DoD cannot effectively manage and plan for its SATCOM procurement," the GAO said in its report, "Defense Satellite Communications: DoD Needs Additional Information to Improve Procurements."
